Off-demand — A textbook dump. The question assumes you know what integrity is.
Explain Integrity and Knowledge separately → discuss the consequences of lacking each → conclude with the importance of Integrity.
Partial — Explains both arms but never builds the synthesis the quote points to.
Identify the four Integrity–Knowledge combinations → explain why the ideal lies in their synthesis → derive its significance → suggest how both can be harmonised in public service.
Correct — Meaning through a 2×2 lens, significance, then the way forward the examiner is hoping for.
Explain the statement → focus on Integrity in public service → substantiate with examples → conclude with ethical governance.
Partial — Drops the knowledge arm and collapses a two-variable question into one.
If you had 150 words, which approach would you prioritise? Type A, B, C or D in the chat.
The quote sets up two variables, so the answer must be structured on two variables. C maps all four combinations, lands on the synthesis, and only then argues significance.

UPSC asks the same underlying structure through different themes. Learn the template once, reuse it across questions.

The question tells you which dimensions of a sub-theme to prepare, and how deep to go. That is how PYQs should shape content building.

The quote only names the dangers. A distinction answer also establishes the Knowledge + Integrity synthesis and how to harmonise both in public service.
